I just had the annual fee for the pro package, but the payment was denied.
I wanted to know if there is any way to make it a monthly payment and pay month after month as needed, instead of all at once?

Yes you can go to your project settings and click on "Choose an Offer" and there you will be able to select a monthly subscription instead of yearly
