Yes what you see is the HTML of your header out of his context (without the code that displays it correctly) but you can still guess if it's the version you want to restore based on the text content and images.
If it is the right one, restore it and reload your builder, it should display correctly.

When you restore a page this restore the content of the page, not the header and footer files
